Localisation of SDGs and KILA

Kerala Institute of Local Administration (KILA) is at the forefront of localizing Sustainable Development Goals (SDGs) through a range of innovative and comprehensive initiatives. Partnering with major training institutes, government departments, and international organizations, KILA undertakes a series of activities to embed SDGs in local planning processes.

KILA's development of an operational strategy specifically geared towards Local Governments (LGs) provides a structured framework for LGs to align their policies and actions with SDGs. The strategy encompasses a range of initiatives targeting various stakeholders:

  • Toolkit Development: Equipping local governments with essential tools for effective SDG planning.
  • Awareness Programs: Focused on enhancing the understanding of SDGs among local government functionaries.
  • Specific Trainings: Tailored sessions on goal and target setting for impactful SDG integration.
  • IEC (Information, Education, Communication): Producing IEC materials, leveraging print and visual media, including video documentaries, pocket diaries, flower vases, and wall papers, to disseminate awareness about SDGs.
  • Training Modules, Toolkits, and Workbooks: Comprehensive resources for stakeholders at all levels of local planning.
  • Training and Capacity Building: KILA plays a pivotal role in localizing SDGs by collaborating with major training institutes to conduct programs for officials, Elected Representatives and various stakeholders. KILA leverages technology and interactive learning tools to deliver engaging and effective training programs. These programs equip them with the knowledge and skills required to effectively implement SDGs at the grassroots level.
  • Module Development and Coordination: KILA has developed specialized modules tailored to the unique needs of the State, enabling comprehensive SDGs-related training. It also coordinates with training institutes across various government departments to ensure a unified approach to SDGs sensitization.
  • Action Plan Formulation: Recognizing the critical importance of an action-oriented approach, KILA has been instrumental in formulating an action plan for localizing SDGs.
  • Sensitization of Stakeholders: KILA is actively engaged in sensitizing all stakeholders, including Civil Society Organizations, Voluntary Organizations, and Media.
  • Collaborative Efforts with MoPR and UNDP: KILA's collaboration with the Ministry of Panchayati Raj (MoPR) and the United Nations Development Programme (UNDP) from 2016 underscores its commitment to advancing the SDGs agenda.
  • Household-Level Localization through Kudumbasree: KILA is localizing SDGs at the household level through the Kudumbasree initiative. Kudumbasree members have undergone an initial training phase on SDGs. The subsequent phase will focus on participatory target development at the neighborhood group level, ensuring a grassroots-driven approach.
  • The Center for SDGs and Local Governments (CSDL) is specialized center at KILA that was established in 2017 to mainstream Sustainable Development Goals (SDGs) into local planning in Kerala. The center has faculty members, associates, and a team of local resource persons trained by the center.


Other key initiatives of KILA

  • KILA works closely with the Planning & Economic Affairs Department to facilitate stakeholder consultations, workshops, and seminars.
  • Developing a Module for Local Government Working Group on ‘Biodiversity Management, Climate Change, Environment Protection, and Disaster reduction’ for the preparation of LAPCC [Local Action Plan on Climate Change]
  • Developing a helper on status report on 13 development sectors to enable local governments to identify baseline on SDGs and long-term planning.
  • Providing academic support to the Central Planning and Monitoring Unit of the Kerala State Government for interventions on SDGs.
  • Conducting awareness training for citizens entitled ‘Social Education Programme on SDGs and Peoples Plan Campaign’
  • Integrating SDGs into the State Plan Guideline.
  • Organizing national writeshops and workshops on SDGs to upscale initiatives.
  • Breaking down silos between different government departments and agencies, improving the quality of participation by various stakeholders, and reaching out to the downtrodden such as SCs, STs, fisher people, other deprived communities.


SDGs Dashboard

KILA's SDG Dashboard is a web-enabled toolkit that revolutionizes data management and analysis for SDGs, empowering stakeholders to make informed decisions and track progress towards achieving the SDGs.

It enhances data quality, reliability, availability, and comparability, and empowers stakeholders to create their own data repositories. It enables local governments to plan, review, analyze, and modify their SDGs and indicator status, and identifies gaps in each goal, facilitating targeted planning. Stakeholders can customize indicators and targets and access customizable charts and multi-dimensional data views to generate monitoring reports for LSGIs.

KILA recognizes that the majority of SDGs are achievable at the local level, and that many are directly linked to subjects devolved to the Panchayats. The untied funds transferred to Panchayats, combined with their ability to prepare and implement development plans, make them crucial actors in SDGs realization.

By engaging stakeholders at all levels, KILA is spearheading a transformative movement towards achieving Sustainable Development Goals at the grassroots level in Kerala.

In the context of Kerala, the same whole-of-government approach is opted for. Kerala state had been working in the area of capacity building for PRIs especially for the Localization of SDGs through KILA and LSGD departments in the strategy adopted by Low cost No cost effect. This Collaboration will be based on a mutually agreed Action Plan for knowledge management and improvement in quality and our capacity-building programmes for PRIs. The areas selected for collaboration Thematic-wise Training strategy,

Capacity development, and Skill development.
The Training strategy for thematic wise strategy is to train Elected Representatives and Panchayati Raj Institutions. It will also focus on training its own staff of PRIs, implementing officials, DPC members and Joint secretaries of DPC, working group members, Gram Sabha members, and Other support groups including NGOs, CBOs, academic institutions etc. The areas included in the training plan are divided into 10 themes in Kerala state which are
